Capital Projects

All capital projects of $25,000 or over, and any changes involving liturgical design elements regardless of cost must have the approval of the Office of the Bishop.

Capital projects are defined as any work involving real property or any facility including but not limited to the following:

• Any repair or maintenance to the grounds, existing structures, and/or any facility
• The installation of any fixtures to the existing facilities
• Any repair or installation of a facility’s mechanical, electrical, or plumbing systems
• Any renovation or new construction project
• Any demolition of an existing facility
• Roof, foundation and curtain wall repairs or replacement projects
• Any renovation or new construction projects relating to pavement, parking lots, parking decks or parking facilities

The Instruction on Capital Projects is intended to provide a more definitive framework by which parishes and others would follow as it pertains to capital projects. Among the key areas of importance addressed in the Instruction are:

• Role of the Facilities Office as Bishop’s representative as first point of contact
• Interim steps to be followed when seeking approval of a capital project
• Hiring of an architect, design professional, or consultant
• Prequalification of contractors
• Emergency capital projects
• Parish fund raising for capital projects
